Anna Evans Housing Consultancy is working jointly with Heriot-Watt University in the three year evaluation of Devanha commissioned by the Scottish Government. Devanha is a procurement initiative established by six RSLs in Grampian to deliver: 1563 new homes for rent and low cost home ownership and associated environmental improvements between 2007-08 and 2010-11; quality improvements; and efficiency savings. The RSLs involved are Aberdeen Housing Partnership, Castlehill Housing Association, Grampian Housing Association, Langstane Housing Association, Next Step Homes and Tenants First Housing Co-operative. The evaluation is based on data, documents, workshops and interviews analysed annually over the three year period, and Anna’s role is to assess the ongoing effectiveness of governance structures and leadership processes. This study is providing important lessons for the Scottish Government’s Investment Reform.

Poverty Toolkit Feasibility Study

Client: Scottish Government

Anna worked with Glen Bramley of Heriot-Watt University to explore the feasibility of the Scottish Government developing a poverty toolkit. The purpose of the toolkit would be to provide a web-based resource for local authorities and their partners to research and develop strategies to help tackle poverty in their areas. This work involved review of existing web-based resources, in-depth consultation with local authorities and their partners and final analysis and conclusions. The Scottish Government is now considering the feasibility of developing such a toolkit.
